It takes a thorough understanding of the SDLC, but also a little bit of 'art' as you use past experiences, and potential risks to craft as accurate an estimate as you can. If you estimate wrong (i.e. too low), the client is unhappy, your manager is unhappy and so are your people and you :) If you estimate too high, you may not win the project or you may lose customer confidence.
